A DEVELOPMENT of five homes could soon be on its way to Bude after outline planning permission was granted for its construction.

Mr D Short applied to the local authority seeking outline planning permission to construct five dwellings on land to the south of 72 to 82 Kings Hill, Bude.

An outline planning application is a route comprising of two stages in order to achieve full planning permission, comprising of an outline planning application and then for a reserved matters application.

In this instance, Mr Short was seeking an outline planning permission for a phased development of up to five dwellings on the land, with all matters reserved other than access.

This means that only the proposed access to the site has been approved at this stage, with all other matters to be considered in a later reserved matters application.

Locals near to the application site aired concerns over the potential access to the site, which at present they say comprises of a single track road.

One resident said: “There is currently a gated entrance onto Bagbury Lane. This lane is single track and cannot support additional vehicles going along it.

“As part of the planning can a condition be made to remove the gated access so that vehicles cannot use this as access on to Bagbury Lane causing any additional congestion.”

Another echoed those concerns, stating that there was very limited space on the current road, adding: “As it stands this is my sole vehicle access to my property and it is a very narrow farm track. The track is barely wide enough for myself and certainly not wide enough for pedestrians as well as vehicles.”

There were no objections from the council’s highways development management officer who stated: “I have no highways objection to this application subject to a condition for the visibility splay as set out.”

However, Cornwall Council decided that any potential adverse impacts would not be significant, concluding in granting the application: “This outline application for up to five dwellings on land to the south of Kings Hill, Bude has been assessed against the development plan, material considerations and representations received.

“The site is located adjacent to a main town and benefits from good accessibility to services and facilities. In the context of the Council's current lack of a five year housing land supply, the principle of residential development in this sustainable location is acceptable.

“It has been demonstrated that a development of this scale can be accommodated without causing unacceptable harm to the character of the area, residential amenity, highway safety, ecology or drainage, subject to appropriate conditions.

“Matters of detailed design, layout, sustainability and climate change compliance can be satisfactorily addressed at Reserved Matters stage. The proposal also secures appropriate education contributions through a Section 106 agreement.

“Overall, the proposal represents a sustainable form of development and there are no identified adverse impacts that would significantly and demonstrably outweigh its benefits. The application is therefore recommended for approval, subject to conditions and completion of the Section 106 agreement”
