PROPOSALS for five ‘high-quality’ dwellings on land opposite Maer Lake nature reserve has the potential to be supported by Cornwall Council’s planning officers if it went to a full planning application.

Mr Chris Trewin submitted the application concerning land to the north of Lake View Drive, Bude.

A pre-application advice enquiry is a way of potential developers getting an assessment of their proposals and obtaining an insight into the views of the Cornwall Council planning department.

In it, the developer sets out the proposals they have, giving details of the size and scale of the proposals. They then obtain a response from the council stating if the development is ‘likely’ or ‘not likely’ to gain the support of the planning officer if it was to go to a full planning application.

The majority of planning applications submitted to Cornwall Council are decided by planning officers under a mechanism called ‘delegated authority’ — with some being called in to be decided by a committee of elected councillors.

In this instance, the proposals as detailed by the developer would likely gain support if submitted as a full application.

It would be classified as a minor development, meaning that it would be a scheme for less than ten properties and typically would therefore be exempt from a requirement to provide a proportion of affordable houses within the development.

The applicant told Cornwall Council: “The proposed dwellings will be designed with a strong emphasis on contextual sensitivity and landscape integration. The architecture will adopt a landscape-led approach, with homes positioned to sit low within the natural slope of the site. Rather than dominating the landscape, each unit will be carefully ‘nested’ into the hillside by stepping into the terrain with split-level designs.

“This allows the rear gardens to be accessed at first floor level, reducing the visual impact of the buildings and helping them blend into their surroundings. Rooflines will be deliberately low-profile, and combined with this embedded siting strategy, the massing will appear softened when viewed from the surrounding landscape. This design principle draws directly from guidance within the Cornwall Design Guide, which encourages development to work with natural landform and local character rather than against it.

“Materially, the scheme will reference the coastal and rural vernacular of Bude through the use of natural stone, coloured render in muted tones, and green sedum roofs. Window and door treatments will utilise high-quality aluminium frames with a restrained palette, ensuring coherence across the scheme.

“Collectively, this approach will deliver a modest, high-quality, and locally distinctive form of development that enhances both the setting and the experience of place—ensuring that new homes are rooted in the identity of North Cornwall’s landscape and design tradition.”

In response to the applicant, Cornwall Council’s planning department confirmed that it could achieve support, stating: “Based on the information supplied I can advise that an application for the erection of five new dwellings at the scale and layout proposed is likely to be supported by officers.”
